【摘要】:Amajorconcernforadministrativeofficialsisthesecurityofbarriersusedindetention/correctionalfacilities.Thesetestmethodsaredesignedtoaidinidentifyinglevelsofphysicalsecurityforwallswhichencloseorseparatesecureareas.Thisdoesnotapplytothepassageofcontraband.Thesetestmethodsarenotintendedtoprovideameasureofresistanceforawallsubjectedtoattackbycorrosiveagents,byhigh-poweredrifles,explosives,sawing,orothersuchmethods.Thesetestmethodsareintendedtoevaluatetheresistanceofawalltoviolentattacksbysustainedmanpowerusingbatteringdevices,suchasbenches,bunks,ortables,andbyhandgunsuptoandincluding.44magnum.Attacksfromtheoutsideandfireresistanceratingsarenotaddressedinthisstandard.Theprimarypurposeorresultofthesetestmethodsistoapproximatethelevelsofabusetowhichwallswillpotentiallybesubjectedinthefield.Thedesiredresultofitsuseistohelpprovideassuranceofprotectiontothepublic,tofacilityadministrativepersonnel,andtotheinmatesthemselves.Itisrecommendedthatdetention/correctionalfacilityadministrationprovideadequatetraining,supervision,andpreventativemaintenanceprogramstoenablewallstofunctionasintendedthroughouttheexpectedservicelife.1.1Thesetestmethodscoverrequirementsforsimulatedservicetestsandtestingequipmentfordeterminingtheperformancecharacteristicsofwallsdesignedtoincarcerateinmatesindetentionandcorrectionalinstitutions.Thetestingequipmentprovidesforthesetupandtestingoftwosamplefixedbarriersside-by-side,onewithnoopeningsandoneequippedwitharepresentativepenetrationinaccordancewiththeAmericanCorrectionalAssociation(ACA)standardforclearviewareaof3ft2(0.279m2),12in.(305mm)wideby36in.(914mm)high.1.2Itistheintentofthesetestmethodstohelpensurethatdetentionsecuritywallsperformatoraboveminimumacceptablelevelstocontrolpassageofunauthorizedorsecureareas,toconfineinmates,todelayandfrustrateescapeattempts,andtoresistvandalism.Itisrecognizedthatinordertomeettheintentofthesetestmethods,openingassemblieswithinthesewallsmustbecompatiblewiththelevelofperformancerequiredby:TestMethodsF1450,F1592,andF1643.1.3Thesetestmethodsapplytowallsenclosingorseparatingsecureareasofdetention/correctionalfacilities.1.4Thevaluesstatedininch-poundunitsaretoberegardedasthestandard.TheSIvaluesgiveninparenthesesareapproximateandforinformationonly.1.5Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
